New Haven (GNH) CAN: COLD WEATHER PROTOCOL
(November
15, 2019 – April 30, 2020)
Families:
●
Beginning 11/15/2019
through 4/30/20: Any
family who is currently literally homeless with an immediate need for shelter
in the GNH CAN will need to reach out to any personal and natural
supports, such as family, friends or other organizations that they are
connected to secure a safe place for them for the night.
o
If 2-1-1 receives a call from a family between 9am-5pm, and on
weekdays, 2-1-1 should discuss with
families their resources and opportunities to stay safe until the next
available CAN appointment. If the family
is unable to identify a safe alternative housing plan, including self-pay motel
and temporary friends/family, 2-1-1 may schedule families for an urgent
appointment, same day if before 1pm/next day if after 1pm or non-urgent CAN
assessment appointment as needed.
o 2-1-1
will communicate urgent appointments by emailing the family’s HMIS ID and any
pertinent details to the CAN Family Navigators, cc’ing their supervisor. Appointments later in the afternoon that are
scheduled for the next business day do not need an email, however if the
situation is urgent, 2-1-1 has the prerogative to email the CAN Family Navigators
and supervisor for guidance, though there is no guarantee that the CFN will be
able to respond with immediacy.
o
If 2-1-1 receives a call from a family
between 5pm-9am on weekdays or anytime (24/7) over the weekend/holidays, 2-1-1 should
contact CCA to check on any emergency placement: 203-752-6796. CCA will discuss with families their resources
and opportunities to stay safe. If the
family is unable to identify a safe alternative housing plan, including self-pay
motel and temporary friends/family, CCA may arrange for transportation to
Spooner House emergency placement, or if full, hoteling.

Between
11/15/18-3/31/20 Families
from the Valley area (Ansonia, Derby, Oxford, Seymour, and Shelton (with proof
of residency) can go to Spooner House No Freeze. 30
Todd Rd, Shelton doors open at 9 pm. Coffee/snacks are served. Space is
limited (6 cots), but callers can be referred directly to the shelter.
Individuals:

Between 11/18/19-5/3/20 Individual men who are
literally homeless with an immediate need for shelter in GNH CAN be
referred to the New Haven walk-in Shelters:
Overflow Shelter beginning at 4 pm, 209 Terminal Place New Haven and to ESMS beginning at 4 pm, 645 Grand Ave. New Haven.

Between 11/22/19-1/2/2020 Individual Women who
are literally homeless with an immediate need for shelter in GNH (New Haven
residents only) will be
referred to the City of New Haven Warming Center: 660 Winchester Avenue, New
Haven 06511. The Warming Center will be open daily between 8pm and 6am. (203)

are literally homeless with an immediate need for shelter in GNH (New Haven

be referred to the City of New Haven warming center: 660 Winchester Avenue, New
Haven 06511. Warming Center will be open daily between 8pm and 6am

Between 11/26/2018 – 3/15/2020 individuals in the Milford area
can go to St. Peter's Episcopal Church (only for individuals) on 71
River Street in Milford (203) 876-0747. No Freeze-must arrive between 9-10:30 pm and leave by 7 am.
Individuals can contact Beth-El directly about whether No Freeze will be
open. Available on first come/first
serve basis. Those seeking shelter in the Milford area can be referred directly
to Beth-El
Individual youth
ages 18-24:
●
Unaccompanied youth ages
18-24 with a literally homeless need can report to Youth Continuum drop-in center at 924 Grand Ave New Haven, 9
am-5 pm. Monday-Friday. It is encouraged to call ahead in extreme
weather conditions- (203)777-8445 ext. 2. Emergency options will be explored
including temporary diversion and emergency shelter placement when available.
