The Housing Authority of the City of Meriden (HACM) will be accepting Section 8 Project Based applications for Yale Acres. This program provides project based rental assistance for 1, 2 and 3 bedroom units at the following location:

When: The open enrollment period will be from Tuesday, June 9, 2020 at 9:00 a.m. to Thursday, June 11, 2020 at 4:30 p.m. ET. Only one pre-application per family will be accepted. Duplicate applications will be rejected. If you need assistance in another language, Google Translate will assist you during the application process.
  
Where: Pre-applications can be submitted online at https://www.waitlistcheck.com/CT28331385 with the use of a personal computer, laptop, smart phone, and tablet.

Applicants must meet all HACM and Yale Acres income and eligibility requirements.

Lottery Process: The waiting list placement will be based on a computerized random selection (lottery process). Once the wait list open enrollment period ends, 500 pre-applications will be selected to be on the wait list. Only those randomly selected will be notified of placement on the waiting list. Submission of a pre-application does not guarantee placement on the Wait List, eligibility, or a unit offer.
 HACM will post the status information on www.hmsforweb.com/owl/login.php Applicants may verify if they were selected.

Governor Lamont Releases Guidance to Businesses on Order Asking Connecticut to ‘Stay Safe, Stay Home’

Governor Also Signs Eleventh Executive Order Responding to COVID-19 Pandemic

(HARTFORD, CT) – Governor Ned Lamont today released guidance intended to help the state’s business and nonprofit community better understand the “Stay Safe, Stay Home” executive order he recently signed directing all non-essential businesses and not-for-profit entities in Connecticut to prohibit all in-person functions effective Monday, March 23, 2020 at 8:00 p.m. as part of the state’s ongoing response to the COVID-19 pandemic.
The guidance was developed in concert with the Department of Economic and Community Development (DECD). The governor is encouraging all businesses to employ, to the maximum extent possible any telecommuting or work-from-home procedures that they can safely implement. The order excludes any business or entity providing essential services or functions, such as healthcare, food, law enforcement, and similar critical services.
“I know this pandemic has brought disruption to all of our lives, but we need to pull together as a community and practice social distancing in order to reduce the spread of this virus and protect the wellbeing of our neighbors and our loved ones,” Governor Lamont said. “We can’t ignore the facts, which prove that efforts like this are the best way to slow down its impact. I cannot say it enough – if you can, the best thing to do is to stay safe and stay home.”
“We are working around the clock to support our Connecticut businesses during these extremely difficult times,” DECD Commissioner David Lehman said. “Our primary goal was to support our public health objective while balancing the important needs of our citizens and the Connecticut economy. I encourage residents and business to review the guidance carefully and apply for a waiver only if they deem necessary. DECD will also be launching more assistance for small and medium businesses who are impacted by COVID19 in the coming days.”
To help businesses in Connecticut navigate the COVID-19 crisis, DECD has established the COVID-19 Business Emergency Response Unit reachable at 860-500-2333.

Governor Lamont signs eleventh executive order of COVID-19 pandemic
Governor Lamont this evening also signed another executive order – the eleventh since he enacted the emergency declarations – that builds upon his ongoing efforts to advance mitigation strategies that slow down transmission of the virus.
Governor Lamont’s Executive Order No. 7J enacts the following provisions:
  • Clarification of Executive Order No. 7H regarding non-essential business operations: Allows non-essential retailers to take orders remotely and sell products for curbside pickup and delivery, and allows other nonessential businesses to allow the minimum staff necessary on site to handle security, maintenance, mail, and other essential services.
  • Extension of time period for fire service personnel examinations: The order extends deadlines for certain fire-service examination components, so career and volunteer fire service personnel in the queue for certification testing can meet the contractual, bylaw, and probationary requirements of their employers and continue to meet critical public safety needs.
  • Delivery of methadone to homebound patients by methadone maintenance clinics: The order allows delivery of at-home doses of methadone to homebound drug-dependent patients who a medical professional determines are unable to travel to the treatment facility because of COVID-19. The order does not allow patients themselves to carry methadone off site.
  • Suspension of rehiring procedures and restrictions on temporary worker retirees (TWRs): To meet critical government staffing needs caused by COVID-19 with skilled and experienced employees who require little to no additional training, the order suspends previously enacted executive orders and public acts, temporarily removing the two-year limitation on TWRs and allowing employees who participated in retirement incentive programs to work during this emergency.
  • Suspension of certain real property and state contracting statutes: To expedite obtaining appropriate locations for emergency operations, the order suspends certain state contracting, leasing and procurement requirements to enter into emergency short-term leases and take other emergency measures.

Greater New Haven CAN Cold Weather Protocol


Greater New Haven (GNH) CAN: COLD WEATHER PROTOCOL
(November 15, 2019 – April 30, 2020)
Families:
        Beginning 11/15/2019 through 4/30/20: Any family who is currently literally homeless with an immediate need for shelter in the GNH CAN will need to reach out to any personal and natural supports, such as family, friends or other organizations that they are connected to secure a safe place for them for the night.
o   If 2-1-1 receives a call from a family between 9am-5pm, and on weekdays, 2-1-1 should discuss with families their resources and opportunities to stay safe until the next available CAN appointment.  If the family is unable to identify a safe alternative housing plan, including self-pay motel and temporary friends/family, 2-1-1 may schedule families for an urgent appointment, same day if before 1pm/next day if after 1pm or non-urgent CAN assessment appointment as needed.
o 2-1-1 will communicate urgent appointments by emailing the family’s HMIS ID and any pertinent details to the CAN Family Navigators, cc’ing their supervisor.  Appointments later in the afternoon that are scheduled for the next business day do not need an email, however if the situation is urgent, 2-1-1 has the prerogative to email the CAN Family Navigators and supervisor for guidance, though there is no guarantee that the CFN will be able to respond with immediacy.
o   If 2-1-1 receives a call from a family between 5pm-9am on weekdays or anytime (24/7) over the weekend/holidays, 2-1-1 should contact CCA to check on any emergency placement: 203-752-6796.   CCA will discuss with families their resources and opportunities to stay safe.  If the family is unable to identify a safe alternative housing plan, including self-pay motel and temporary friends/family, CCA may arrange for transportation to Spooner House emergency placement, or if full, hoteling.

o   Between 11/15/18-3/31/20 Families from the Valley area (Ansonia, Derby, Oxford, Seymour, and Shelton (with proof of residency) can go to Spooner House No Freeze. 30 Todd Rd, Shelton doors open at 9 pm. Coffee/snacks are served. Space is limited (6 cots), but callers can be referred directly to the shelter.       

Individuals:
        Between 11/18/19-5/3/20 Individual men who are literally homeless with an immediate need for shelter in GNH CAN be referred to the New Haven walk-in Shelters:
              Overflow Shelter beginning at 4 pm, 209 Terminal Place New Haven and to ESMS beginning at 4 pm, 645 Grand Ave. New Haven.

         Between 11/22/19-1/2/2020 Individual Women who are literally homeless with an immediate need for shelter in GNH (New Haven residents only) will be referred to the City of New Haven Warming Center: 660 Winchester Avenue, New Haven 06511. The Warming Center will be open daily between 8pm and 6am. (203) 500-0060 Debra Conyers

        Between 1/3/20-4/15/20 Individuals who are literally homeless (New Haven residents only) will be referred to the City of New Haven Warming Center Omega Seventh Day Adventist 278 Winthrop Avenue New Haven, CT 06511,203-865-3500.   8 PM - 6AM , males and females

        Between 11/22/19-1/2/20 Individual Women who are literally homeless with an immediate need for shelter in GNH (New Haven residents only) will be referred to the City of New Haven warming center: 660 Winchester Avenue, New Haven 06511. Warming Center will be open daily between 8pm and 6am

No Freeze-must arrive between 9-10:30 pm and leave by 7 am. Individuals can contact Beth-El directly about whether No Freeze will be open.  Available on first come/first serve basis. Those seeking shelter in the Milford area can be referred directly to Beth-El

Individual youth ages 18-24:
        Unaccompanied youth ages 18-24 with a literally homeless need can report to Youth Continuum drop-in center at 924 Grand Ave New Haven, 9 am-5 pm. Monday-Friday.  It is encouraged to call ahead in extreme weather conditions- (203)777-8445 ext. 2. Emergency options will be explored including temporary diversion and emergency shelter placement when available.
